Two Dead as Flash Floods Submerge Streets Across New York City
October 31 2025 NEW YORK CITY, New York – Torrential rain caused severe flash flooding across New York City Thursday afternoon, leaving streets submerged, vehicles stranded, and one person dead in a flooded basement in Brooklyn.
Firefighters were called to an East Flatbush residence around 4:25 p.m. after reports of a person trapped underground as floodwaters surged through the area. Authorities confirmed the individual was found deceased.

Heavy flooding reported at 188th Street and Horace Harding Expressway in Fresh Meadows. FDNY requested NYPD assistance to help remove a long line of stranded vehicles from the highway.
The National Weather Service had issued a flood warning for Brooklyn, Queens, Manhattan, and the Bronx earlier in the day as an intense band of rain swept through the city, turning roadways into rivers and overwhelming drainage systems within minutes.
